Also, since it is a moon RISE, I would assume it'd be best to be in an area that's not filled with tall building, since the moon on the horizon will probably be obstructed.

It's awesome if you're on top of a building though.

I've also looked up US Naval Observatory, it is indeed 9:37pm! Those in Toronto will be able to see it a bit early: 9:33pm!
